was founded in 1984 to help government executives apply teamwork,
innovative techniques and technologies to meet their performance goals

We are a management consulting firm focused on the Business of
Government. We operate as trusted advisors to leaders of Federal
Agencies to help them transform their operations by applying strategies
that measurably improve the way Government does business. Where
our clients once experienced gradual change over years, today the life
cycle of technical and political change is much shorter. Superimposed
on relentless changes in technology and political priorities are
changes in our national priorities like the war on terrorism which has
forever changed the Federal government's role and importance.
The methodology RGS used to help our customers take advantage of change is known as Integrated Change Management (ICM).
ICM has evolved based on lessons learned in the past dozen years to
become a mature, holistic approach for effectively managing the
multiple, concurrent changes affecting our National Security clients.
For example, the President's Management Agenda (PMA) mandates
improvements in the government's application of:
1. Human capital
2. Strategic sourcing
3. Financial management
4. e-government
5. Budget-performance integration
However,
the five focus areas of the PMA are not independent of other mandates
such as the Government Performance & Results Act (GPRA), the Chief
Financial Officer's Act, the Information Technology Management Reform
Act (ITMRA, also called the Clinger-Cohen Act), and others. By
effectively planning for and managing the implementation of these
initiatives, multiple concurrent changes are integrated to increase
their effectiveness and affordability.
