The contract between RGS and a Federal agency or prime contractor is a binding agreement to deliver products and services, according to a schedule, for a specified price. Responsibility for managing the RGS side of the agreement is entrusted to a Project Manager (PM). The PM position is possibly the most complex, multi-dimensional job at RGS because it involves managing client expectations, service delivery, subcontracts, quality, value, staff development and business development simultaneously. The following is a list of the requirements to become certified in Project Management:
- Mastery of service delivery and consulting techniques
- Mastery of techniques to deliver "best value" services and exceed client expectations
- Mastery of the techniques to become a trusted strategic advisor to government clients
- Mastery of assembling and adjusting team capabilities to execute projects
- Mastery of integrating multiple contracts to fulfill the goals of a single agency
- Understanding of relationships between organizational change and project life cycles
- Ability to create and maintain a Project Workbook
- Ability to prepare Monthly Technical Status Reports
- Understanding of the contract management processes
- Understanding of techniques and criteria related to project scheduling and staffing
- Understanding of security requirements related to RGS's clients
