RGS Leads Support of Transformational Talent Management Initiative at NAVSEA

The Challenge

Naval Sea Systems Command (NAVSEA), composed of 53,000 military and civilian personnel, was faced with critical workforce challenges.  It needed to establish:

  • Clear talent management framework for implementing Navy guidelines and methodologies
  • Unified methods to foster growth of a candidate pool (bank) of qualified NAVSEA applicants  
  • Clear plan to minimize the impact of on-board workforce attrition  
  • Defined assessment methods for measuring and aligning its effectiveness

NAVSEA began developing and implementing an integrated strategic talent management (TM) method to meet its strategic business plan’s “enable our people” goal.  This multi-faceted array of workforce initiatives included the recruitment, development, and retention of a high-performing, diverse, mission-focused, and competency-aligned organization.  The integrated TM solution had to attract and retain a workforce that would meet future mission challenges.

The Solution                                         

RGS was hired to help with the development of the TM framework, initial socialization of the plan, and TM framework deployment – from stakeholder engagement to providing program structure for initial implementation.  We have participated in every phase of the project, including supporting the formulation of the interim team under the Strategic Talent Advisory Board (STAB) to align workforce-related efforts and develop a unified plan, establishing a set of four Integrated Business Operations Teams (IBOTs) that span the employee lifecycle (outreach, recruit, acquire, develop, and  retain).   We have continued to work on the formulation of NAVSEA TM instruction, IBOT charters, and TM process documentation supporting strategic talent management.  We are currently working to create a TM governance body to review, approve, and provide support for initial efforts conducted within IBOTs.  We assist the IBOTs on workforce-related TM efforts, activities, and metrics development. We’re also creating all policies, procedures, and documents for the operation of the strategic TM function in SEA00X.

Business Results

RGS’s NAVSEA TM framework will represent an operating world-class talent management capability that can be implemented across the entire Department of the Navy.  Specific business results to-date include a clearly defined and established TM framework with four IBOTs to provide tactical support among the workforce, as well as the STAB, which provides oversight, approval, and guidance to the IBOTs.   We have developed successful TM activities for NAVSEA, and, we continue to pave the way for a clear, concise, and cohesive TM structure for the NAVSEA workforce.
