RGS Cultivates the Navy’s People

The Challenge

Naval Sea Systems Command (NAVSEA), composed of 53,000 military and civilian personnel, was experiencing increasing demands for fleet expansion, maintenance, and readiness at a time when the human resources to meet those demands were in short supply. NAVSEA had to rethink how it managed its organizational capability so that those resources were deployed effectively and efficiently. RGS was hired to provide strategic planning and organizational assessment/management support to help NAVSEA achieve its mission and goals. We saw the need for process improvement and change management throughout the organization.

The Solution

RGS created greater situational awareness and increased NAVSEA’s flexibility to marshal and deploy resources across the command. We changed the way that NAVSEA hires, develops, and manages its workforce to align more closely with its strategic goals, and to ensure its workforce meets the demands of customers in the most efficient and cost-effective way possible. We developed and implemented the command’s strategic plan for the next five years. We worked side-by-side with the NAVSEA commander, executive director, and the NAVSEA Office of Strategic Planning to design a structured strategic planning process, develop the NAVSEA FY09-13 Strategic Business Plan, assess command performance, execute strategic initiatives, and communicate these efforts within the command and throughout the Navy.
RGS then helped to establish NAVSEA’s Competency Aligned Organization (CAO) Program Management Office (PMO) and created all of the policies, procedures, and systems required. We worked with several NAVSEA organizational segments, establishing a NAVSEA strategic plan, a Senior Executive Management (SEM) Office, a strategic talent management structure, and strategic human capital planning and support.

Business Results

RGS helped NAVSEA mature its human capital management. The strategic plan provided clearly defined goals for NAVSEA’s mission. Our Competency Alignment initiative led to more effective workforce development and deployment. The SEM Office documented and organized many previously disparate processes into a cohesive framework. RGS’ human capital assessment established a comprehensive current-state analysis and provided gap closure strategies. Our tactical support enabled the NAVSEA Program Executive Office of Ships to eliminate a long-standing backlog of open billets. NAVSEA turned to RGS when it needed help defining its strategic direction, managing its workforce, and aligning its organization.
