IT
capital planning is the overarching management process that
incorporates all aspects of IT management in a cradle-to-grave
approach. IT capital asset planning addresses legislated management
reforms for improving IT management. This includes the three-phase
process for selecting, controlling, and evaluating IT investments. RGS
has significant experience with the process and the tools used to
facilitate the transition to a structured capital planning process. Our
analysts and consultants have assisted some of our government's most
complex agencies and programs to traverse the myriad of policies and
legislation intended to improve our ability to effectively manage
capital assets. The Office of Management and Budget Circular A-11
provides guiding principles and processes that must be followed in
order to be compliant with requirements and intent of the Clinger-Cohen
Act, Government Performance and Results Act, Chief Financial Officers
Act, and the E-Government Act among others.
RGS has built a practice area whose purpose is to support CIOs,
Financial and Program Managers in the capital planning process. We have
helped senior officials in many federal agencies not only reach
compliancy with the requirements of the federal capital planning
process but to actually take advantage of it to realize their
individual agency or departmental goals.
